Research and Study Directorate

Research and Study Directorate of MCN established in 2011 under organizational structure of Deputy Ministry and General Directorate of Policy and Coordination of  Based on MCN Strategic Plan (2010). The objective of Research and Study Directorate is MCN to monitor and evaluate (Research and Survey) on counter narcotics issues and lead an effective and coordinated response to through evidence based policy and advocacy. Based on National Drug Control Strategy (NDCS), Research and Study Directorate should coordinate CN efforts with other line ministries and to deliver informed reports and policy on counter-narcotics in Afghanistan.

Accordingly, in February 2011 UNODC created a project, “Building Afghan Counter Narcotics Analytical Capacity for Evidence-Based Policy and Advocacy”, with financial support from UK, Japan, Germany and Canada, which aims to strengthen the analytical capacity of the MCN for evidence-based policy and advocacy. In line with the key functions of MCN, this project will strengthen the capacity the Ministry to fulfill its obligation to monitor and evaluate (survey and research), and consequently its function to coordinate with other line ministries and to deliver informed reports and policy on counter-narcotics in Afghanistan.

Research and Study Directorate of MCN and Research Project of UNODC is working on joint research plan.

Achievements in 1392:

  • Preparation and launch of Afghanistan Drug Report 2012 in English and Dari languages, http://mcn.gov.af/en/page/5144/afghanistan-drug-report
  • Establishment of Afghanistan Drug Reporting System (ADRS)
  • Collection of secondary data from line ministries for ADR 12 and ADRS

Plan for 1391:

  • Preparation of Afghanistan Drug Report 2013
  • Data collection from line ministries (MRRD, MAIL, MoPH, Prison Directorate, CNPA, CJTF, CSO) for ADRS and ADR 13
  • Data entry into ADRS
  • Strengthen relations and coordination with line ministries and CN counterparts
  • Strengthen relations with donors for expansion of research activities
  • conduct administrative meeting on weekly basis and regular coordination with CN counterparts
  • Prepare quarterly and annual plans and reports
